Plaintiffs do not dispute their lack of service but instead offer a statutory interpretation argument for why service was not necessary for the civil cover sheet to trigger the start of the 30-day removal clock. Before addressing that argument, however, the Court notes that it is debatable the civil cover sheet would be enough to trigger the 30-day clock even if it had been served on Defendant. The cover sheet states on its face that "the information contained in it neither replace[s] nor supplement[s] the filing and service of pleadings or other documents as required by law," and that the requirement of filing the civil cover sheet is "for the purpose of reporting data pursuant to section 25.075, Florida Statutes." The Cover Sheet for Family Court Cases and the information contained in it does not replace nor supplement the filing and service of pleadings or other documents as required by law. This form shall be filed by the petitioner/party opening or reopening a case for the use of the clerk of the circuit court for the purpose of reporting judicial workload data pursuant to Florida Statutes section 25.075. This form should be typed or printed in black ink. The petitioner must file this cover sheet with the first pleading or motion filed to open or reopen a case in all domestic and juvenile cases.

The SRS stamp finds its origins in the development of a uniform case reporting system codified within section 25.075, Florida Statutes (2020). The procedure is intended to "assist in the administrative management of the court system and to provide a measuring tool for judicial workloads," by recording the quantity, duration, and type of case dispositions. Burke v. Esposito, 972 So. 2d 1024, 1028 (Fla. 2d DCA 2008) (Altenbernd, J., concurring). This compilation of data is regularly transmitted to the Florida Supreme Court to assist in "certification of need for additional judgeships." See Summary Reporting System (SRS) Manual (2002) ("The primary purpose of the SRS is the certification of need for additional judgeships.").
