The Appendix to Title 49 (Transportation) no longer appears in the U.S. Code. Congress enacted Title 49 as positive law by Pub. L. 95–473 (Oct. 17, 1978), Pub. L. 97–449 (Jan. 12, 1983) and Pub. L. 103–272 (July 5, 1994), and each of those Acts repealed the provisions it restated in Title 49.
Where § 2717 went, according to the Office of the Law Revision Counsel (the Table Showing Disposition of Former Sections preceding 49 U.S.C. § 101):
