(a) Any party including the state may appeal any final
order, judgment or decree of the juvenile court to the supreme
court within the time and in the manner provided by the Wyoming
Rules of Appellate Procedure.
(b) Upon motion of the child or his parents, guardian or
custodian, supported by affidavit stating they are financially
unable to purchase a transcript of the proceeding, a transcript
or so much thereof necessary to support the appeal shall be
provided at no cost or at a cost the court determines they are
able to pay. Any cost of the transcript not charged to the
appellant shall be certified by the court to the county
treasurer and paid from the funds of the county in which the
