S., at 344 . 21 It is irrelevant that the warehouses in American Smelting were Class 7 customs-bonded warehouses designed “for smelting and refining imported metal-bearing materials for exportation or domestic consumption,” 19 CFR § 19.1 (7) (1986); see also 19 U. S. C. § 1312 (a), and different from the Class 2 and Class 8 warehouses at issue here.
