According to this statute, the Fund “shall have a lien on the amount actually collectable.” The statute describes the “amount actually collectable” as the “total recovery less the reasonable and necessary expenses.” The issue, therefore, “resolves into a determination of what sums constitute the ‘amount actually collectable’ or the ‘amount actually collected.’” Young v.
