In United States v. Cea, 914 F.2d 881 (7th Cir.1990), we held that to prove an attempt, the government must establish that the defendant “acted with specific intent to commit the underlying offense, and in addition took a substantial step toward its completion.” Id. at 887 ; see also United States v.
