PER CURIAM:
Appellant appeals the district court's order declining to issue a writ of mandamus under 28 U.S.C. § 1361 (1994). We have reviewed the record and the district court's opinion and find no reversible error. Accordingly, we affirm the order. See 8 U.S.C.A. § 1252a(a)(3)(B) (West Supp. 1997). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the deci- sional process.
