- Section 2 of Ga. L. 1989, p. 633, not codified by the General Assembly, provides: "This Act shall become effective only when the funds necessary to carry out its purposes are appropriated by the General Assembly." Such funds were not appropriated during the 1989, 1990, 1991, 1992, 1993, 1994, 1995, 1996, 1997, 1998, 1999, 2000, 2001, 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, or 2018 sessions of the General Assembly.
