The Secretary shall issue a certificate of registration upon finding:
(1) The applicant is able to comply with the provisions of this subchapter.
(2) The applicant has filed a currently valid certificate of approval of location with
the Secretary.
(3) The applicant has complied with any rules of the Secretary issued under section 2243 of this title and with screening or fencing requirements that, under limitations of the surrounding
terrain, are capable of feasibly and effectively screening the salvage yard from view
