Applicability of provisions.

This act does not apply in the case of a contract made or
awarded by any public entity if a part of the contract price is
to be paid with funds from the federal government or from some
other source and if the federal government or the other source
has requirements concerning retention or payment of funds which
are applicable to the contract and which are inconsistent with
this act.
