Upon reviewing, de novo, the lower court’s conclusion of law, Maryland Dep’t of Health & Mental Hygiene v. Brown, 177 Md.App. 440, 462 , 935 A.2d 1128, 1141 (2007) aff'd, 406 Md. 466 , 959 A.2d 807 (2008) (citing Miller v. Comptroller of Maryland, 398 Md. 272, 282 , 920 A.2d 467, 473 (2007)), we reverse the Circuit Court’s ruling and uphold the MCBE’s decision.
