Although it is true that it is a “commonplace of statutory construction that the specific governs the general,” LTV Aerospace and Defense Co. v. Thomson-CSF, S.A (In re Chateaugay Covp.), 198 B.R. 848, 860 (S.D.N.Y.1996) (citing Morales v. Trans World Airlines, Inc., 504 U.S. 374, 384 , 112 S.Ct. 2031, 2037 , 119 L.Ed.2d 157 (1992)), it is difficult to reconcile this assertion when comparing the complexity of the two provisions.
