More recently, in Jackson County Bd. of Health , we held that a statutory amendment that altered the requirement of statewide approval of county sewage management systems could apply retroactively, explaining that the former “statewide approval was for the benefit of the counties and cannot be seen as a license granted to a manufacturer.” 270 Ga. at 670 (2) (punctuation omitted).
