Sec. 74-4. Decision of Council; Remand by Supreme Court The Judicial Review Council shall state its deci- sion in writing on the issues of the case and, if there are factual issues, the factual basis for its decision. The Judicial Review Council shall state in its decision its conclusion as to each claim of law raised by the parties. If the Supreme Court deems it necessary to the proper disposition of the cause, it may remand the case to the Judicial Review Council for clarification of the basis for its decision.
