No contract or agreement with any contractor for the construction of low-income housing exceeding ten thousand dollars ($10,000) shall be made without advertising for bids. The bids shall be opened publicly and an award made to the best bidder, with power in the authority to reject any or all bids. Effective: July 15, 1996 History: Amended 1996 Ky.
