(a) Allowance and Allocation. The circuit court, by order, may allocate costs among the parties. The prevailing party is entitled to costs unless the circuit court orders otherwise.
(b) State. Costs shall be allowed to or assessed against the State or any official, agency, or political subdivision of the State that is a party in the same manner as costs are allowed to or assessed against a private litigant.
