“(a)In General.—There is authorized to be appropriated $10,000,000 for the fiscal year 2000 and $10,000,000 for the fiscal year 2001 to carry out this subtitle.“(b)Availability of Funds.—Amounts appropriated under subsection (a) are authorized to remain available until expended.”
