“There are authorized to be appropriated to carry out this Act—“(1) $9,000,000 for fiscal year 2007;“(2) $10,000,000 for fiscal year 2008;“(3) $11,500,000 for fiscal year 2009;“(4) $13,000,000 for fiscal year 2010; and“(5) $15,000,000 for fiscal year 2011.”
