“There is authorized to be appropriated to carry out this Act an initial appropriation of—“(1) $2,000,000 for salaries and expenses of the Board; and“(2) $40,000,000 to be deposited into the Asset Proceeds and Space Management Fund for activities related to the implementation of the Board’s recommendations.
