“In this subtitle:“(1)Administrator.—The term ‘Administrator’ means the Administrator of General Services.“(2)Agency.—The term ‘agency’ has the meaning given the term in section 551 of title 5, United States Code.“(3)Appropriate congressional committees.—The term ‘appropriate congressional committees’ means—“(A) the Committee on Homeland Security and Governmental Affairs of the Senate;“(B) the Committee on Oversight and Reform [now Committee on Oversight and Accountability] of the House of Representatives;“(C) the Committee on Environment and Public Works of the Senate;“(D) the Committee on Energy and Natural Resources of the Senate;“(E) the Committee on Energy and Commerce of the House of Representatives;“(F) the Committee on Appropriations of the Senate; and“(G) the Committee on Appropriations of the House of Representatives.“(4)Director.—The term ‘Director’ means the Director of the Office of Management and Budget.
