CONSTRUCTION OF SECTION 253 OF THE COMPACT.

“(a) Subsection (a) of section 253 of the Compact shall not apply.“(b) Subsection (b) of section 253 of the Compact shall apply only to individuals who are nonresidents and not citizens of the United States.
