Except as provided in section 229 of this subchapter, an officer or employee of a
public service company who grants a special rate or rebate or knowingly consents to
one shall be subject to a civil penalty imposed by the Commission, after notice and
an opportunity for hearing, of not less than $100.00 nor more than $1,000.00. In addition,
a company granting a special rate or rebate shall be subject to a civil penalty imposed
by the Commission, after notice and opportunity for hearing, of not more than the
