A majority of the commission shall constitute a quorum to
transact business and for the performance of any duty or for the
exercise of any powers of the commission and may hold meetings
of the commission at any time or place within the state. A
majority of the commission shall consist of two (2) of the three
(3) members, including the chairman, that constitute the
commission in the normal course of business. Any investigation,
inquiry or hearing which the commission has power to hold may be
held by or before any commissioner, or an employee of the
commission acting in the capacity of a hearing officer, when an
order is entered in the records of the office of the commission
to that effect, and such an investigation, inquiry or hearing
when approved and confirmed by the commission shall be the
investigation, inquiry or hearing of the commission, but no
finding or order of the commission shall be effective without
the concurrence of a majority of the commission.
