1997We also find it persuasive that the United States Court of Appeals for the Third Circuit reached virtually the same conclusion with respect to this standing issue in Artway v. Attorney General of New Jersey, 81 F.3d 1235 (1996), in which the Court determined that a sex offender could bring a preenforcement challenge to New Jersey’s version of Megan’s Law.
