Sec. 3.
The Department shall be charged with the
duty of enforcing this
Act and all rules, regulations and orders promulgated in pursuance of
this Act.
The Department may authorize any employee of the
Department, qualified by training and experience, to perform the powers
and duties set forth in this Act.
