“In this title [amending section 1603 of this title and enacting provisions set out as a note under section 609 of this title]:“(1)Commission.—The term ‘Commission’ means the Federal Communications Commission.“(2)Covered auction.—The term ‘covered auction’ means a system of competitive bidding conducted under section 5403 [of Pub.
