Each water user may be classified according to one or more of the following sources of water:

(1) Groundwater sources.

(a) Water table aquifers;

(b) Confined and semi-confined aquifers.

(2) Surface water sources.

(a) Streams or other watercourses;

(b) Lakes or other impoundments.
