City of Duluth v. State, 390 N.W.2d 757 (Minn. 1986). “Minn.Stat. § 458.192, subd. 2 (Supp. 1985) authorizes a port authority to acquire by “condemnation proceedings the needed right, title and interest in property to create industrial development districts.”
