This act [11-1-1 to 11-1-7 NMSA 1978] may be cited as the "Joint Powers
Agreements Act."

Legislative intent. — The intent of the legislature in the Joint Powers Agreements Act
was to allow a joint and coordinated effort to be undertaken by separate governmental
