In National Sea Clammers, the “unusually elaborate enforcement provisions” of the Federal Water Pollution Control Act, 33 U.S.C. § 1251 et seq., which conferred the authority to sue for enforcement both on government officials and private citizens, were found to foreclose any cause of action under section 1983. 453 U.S. at 20-21 , 101 S.Ct. at 247-48.
