Accordingly, we review a challenge to a deportability determination under the substantial evidence standard, Cordoba-Chaves, 946 F.2d at 1249 , and must uphold the BIA's determination if on the record as a whole, it is supported by reasonable, substantial, and probative evidence. 8 U.S.C. § 1105a(4); see, e.g., Kaczmarczyk v.
