It is for these reasons, we think, that the statute obliges carriers to collect their published tariffs from all who use their services, not merely from shippers. 49 U.S.C. § 317 (b); see ICC v. North Pier Terminal Co., 164 F.2d 640 (7th Cir. 1947), cert. denied, 334 U. S. 815 , 68 S.Ct. 1071 , 92 L.Ed. 1746 (1948).
