(a) Basis. (b) Purpose. This part—

(1) Provides for the imposition of civil money penalties (CMPs) and, as applicable, assessments and exclusions against persons who have committed an act or omission that violates one or more provisions of this part; and

(2) Sets forth the appeal rights of persons subject to a penalty, assessment, and exclusion.
