If the efforts of such party are unsuccessful the judicial authority may, upon written request or upon its own motion, issue a subpoena or order directing that such docu- ments or objects be delivered to the clerk of the court within a specified time. The clerk shall give a receipt for them and be responsible for their safekeeping. Such documents and tangible objects shall be sealed and shall be open to inspection to the parties to the action and their attorneys only upon an order of the judicial authority.
