Sec. 70-2. Submission without Oral Argu- ment on Request of Parties (Amended May 19, 2011, to take effect Jan. 1, 2012.) Counsel of record may, before or after a case has been assigned for a hearing, file a request to submit the case for decision on the briefs and record only, without oral argument. No request for submission without oral argument will be granted unless the requesting party certifies that all other 493 70-6. Reconsideration when Court Evenly Divided 70-7.
