An officer or employee of the state or any political subdivision thereof or other person authorized by law to make or give a certificate or other
writing who knowingly makes and delivers such a certificate or writing containing any statement which he knows to be false shall, upon conviction thereof, be punished by imprisonment for not less than one nor more than five years.
