All appropriations for the use of any or all institutions in the university system shall be paid to the board of regents in a lump sum, with the power and authority in said board to allocate or distribute them among the institutions under its control in such a way and manner and in such amount or amounts as will further an efficient and economical administration of the system.

OPINIONS OF THE ATTORNEY GENERAL Depository required to give security when deposits exceed maximum insured. - All funds under the control of the board of regents belong to the state and a depository should be required to give security when the total state deposits exceed the $5,000.00 maximum insured by the federal government. 1945-47 Op. Purchase of motor vehicle legal when used only for transporting students. - Purchase of a motor vehicle for the University of Georgia is legal when the vehicle is not to be used for the transportation of officers, officials, or employees of the state but only for transporting stu-
