- In light of the similarity of the statutory provisions, decisions under former Ga. - The former statute came from an Act of Legislature (Ga. L. 1890-91, p. 109). Former Code 1882, § 3816 applied exclusively to public officers of this state and the several counties thereof and therefore could have no reference to certificates signed by municipal officers. In fact, exemplification of the records of municipal corporations were not admissible at all until made so by former Ga. L. 1890-91, p. 109, and the former merely provided that the records shall be admitted in evidence when certified under seal. Metropolitan St. R.R. v.
