(a) Before a municipality with a population of 20,000 or more and its firefighters may come under this chapter, the governing authority of the municipality must agree by ordinance that the municipality will be so covered.

(b) In no case may a city with a population of less than 20,000 come under this chapter.

Purpose of pacts; powers and duties of pacts generally. Liabilities, privileges, and immunities of pacts, members, and personnel. Appropriation of funds for pacts by member jurisdictions; receipt of gifts by

pacts; entry into agreements with state and federal agencies by pacts. Joining of pacts by jurisdictions not having fire departments; withdrawal from pacts. Establishment of pact districts; joining of nonmember jurisdictions to pact districts. Merger of pact districts. Continuation of operation of preexistent pacts. Penalty for violations of chapter.
