O.C.G.A. § 50-18-21 (2019)
Preparation of contract for state reports publication; public inspection
The reporter, acting upon the advice of the Governor, shall prepare a contract to be awarded every four years, or as the occasion may require, which contract is renewable annually during those four years and provides for the publication of the state reports. This contract shall be on file for public inspection in the offices of the Department of Administrative Services.

OPINIONS OF THE ATTORNEY GENERAL State reporter is proper budget unit for appropriations. - Because the reporter is primarily responsible for the production of the reports, and because the reporter has the responsibility of furnishing a manuscript of the decisions to the state publisher and of ascertaining proper
performance by the publisher, and because failure of a report to be published is directly attributable to the reporter, the state reporter is the proper budget unit to which appropriations for state reports should be directed. 1971 Op. Att’y Gen. 71-103.
