(1) No new or additional openings to any underground mine shall be made without the approval of the commissioner. (2) Each operator or superintendent of an underground mine shall, before making any new or additional opening submit to the commissioner of the department, for his information and approval, a map or plan showing the proposed systems of mining the coal seam, the proposed system of ventilation and equipment of the openings, and their locations and relative positions to adjacent developments.
