§ 11.07. Meetings.  The board shall hold regular meetings at least
four times a year at such times and places as it may direct, and special
meetings when authorized and called as prescribed by its by-laws or by
the commissioner. At meetings of the board, the commissioner of
education, the commissioner of environmental conservation, the secretary
of state, the chairman of the state council on the arts and the chairman
of the council may be represented by other officers or employees of the
state designated by them for such purpose.
