The allowance under section 5622 of this title—(1) shall be available beginning with the month of May 1997;(2) through the end of September 1997, shall be paid from the applicable accounts of the House of Representatives on a pro rata basis; and(3) beginning with fiscal year 1998, shall be paid as provided in appropriations Acts.(Pub.
