Authorization of appropriations

(a) In generalThere are authorized to be appropriated to carry out the provisions of this subpart the following amounts:(1) For fiscal year 2003, $50,000,000.(2) For fiscal year 2004, $25,000,000.(3) For fiscal year 2005, $25,000,000.(b) Availability

Any amounts appropriated pursuant to the authority of subsection (a) shall remain available without fiscal year limitation until expended.
