Utah Code § 54-4-4.1 (2026)

Rules to govern rates

The commission may, by rule or order, adopt any method of rate regulation that is:

consistent with this title;

in the public interest; and

just and reasonable.

In accordance with Subsection (1), a method of rate regulation may include:

rate designs utilizing:

volumetric rate components;

demand rate components;

fixed rate components; and

variable rate components;

rate stabilization methods;

decoupling methods;

incentive-based mechanisms; and

other components, methods, or mechanisms approved by the commission.
