Rule 12.02. Definitions. As used in Rule 12, the words “agency”, “contested case”, “party”, “person” and “rule” (when referring to an agency or administrative rule), shall have the meanings set forth in Wyo. Stat. Ann. § 16-3-101, provided, that “agency” shall not mean a sheriff, clerk of court, district court commissioner, master, referee, receiver, appraiser, executor, administrator, guardian, commissioner ap- pointed by a court, or any other officer of a court or officer appointed by a court, the governing body of a city or town, or the state legislature.
