Rule 12.03. Institution of Proceedings. (a) The proceedings for judicial review under Rule 12 shall be instituted by filing a petition for review in the district court having venue. No other pleading shall be necessary, either by petitioner or by the agency or by any other party.

No summons shall be necessary. The petition shall conform to the require- ments set forth in Rule 12.06. (b) Copies of the petition shall be served upon the agency and all parties in accordance with W.R.C.P. 5.
