(a) No limousine carrier shall operate any motor vehicle owned or operated by a limousine carrier for the transportation of passengers for compensation on any public highway in this state except in accordance with the provisions of this article. (b) No person may engage in the business of a limousine carrier over any public highway in this state without first having obtained from the department a certificate to do so.
