Although no such legislation has been enacted in Georgia, in its 1990 session, the General Assembly did enact a statute establishing a gubernatorial commission to investigate an "obstetrical crisis," OCGA § 9-9-84 (c), created by "a significant decrease in the number of physicians who practice obstetrics" in this state. OCGA § 9-9-84 (a) (2). This commission is to report its findings and recommendations on or before December 1, 1990. OCGA § 9-9-84 (c). The enactment of OCGA § 9-9-84 provides added proof to us that there needs to be a thorough assessment of all of the public policy considerations involved in recognition of "wrongful birth" actions as well as a prospective establishment of the contours of the action, if it is to be recognized in this state....
