1. The board of supervisors of a county which has acquired real estate for fairgrounds and which has a fair using the fairgrounds may appropriate moneys to be used for any of the following: a. The erection and repair of buildings or other permanent improvements on the fairgrounds. b. The payment of debts contracted in the erection or repair and payment of agricultural and livestock premiums. 2.
